Sir:

With reference to your letter (No.2977/1904) of the 9th of February, I am directed by the Marquess of Lansdowne to transmit to you, to be laid before the Secretary of State for the Colonies, a copy of a despatch from His Majesty's Minister at Peking, enclosing correspondence with the Government of Hongkong on the subject of Sir R. Hart's proposed Agreement between the Postal Administrations of Hongkong and China.

It would appear from the enclosures in Sir E. Satow's despatch that there has, since the date of your letter above referred to, been a change in the attitude of the Government of the Colony towards Sir R. Hart's proposal, and I am to request that, should Mr. Lyttelton see no objection, a communication should be addressed to the Officer Administering
